The site for the New capital was selected after careful consideration. A plan for the New capital was prepared in 1948 by Dr.Otto H.Koenigeberger. On his recommendation the design of the New capital is based on the system of neighbourhood units which means a group of houses, large enough to afford the major amenities of urban life like schools,dispensaries, shopping-centres, parks, entertainments, public libraries, etc.,but at the same time small enough to keep all these amenities in short distances, so that the main advantage of rural life can be preserved.

Among the notable buildings in the New Capital are the Raj Bhawan (Governer's House),The Orissa Secretariat, The Orissa Legislative Assembly, The Orissa State Museaum, The Multi-storied Heads of departments, The Reserve Bank of India, The Industrial Development and Infrastructure Corporation Ltd., The Orissa State Housing Board, The Nirman Saudh, The Rabindra Mandap, The Soochana Bhawan, The Utkal Sangeet Mahavidyalaya,The Orissa State Archives,The Central Market Building, The Utkal University, The O.U.A.T(Orissa University of Agriculture and Technology), The Office of the P.M.G (Post Master General),The Accontant General Office and the Gandhi Bhawan meant for the Orissa State Library to name a few.

The Orissa State Museum is worth visiting for its centuries old sculptural treasures, antiquities, scriptures. Other attractions of Bhubaneswar are Indira Gandhi Park, The Science Park,Chandrasekhar Planetorium, The NICCO Park of B.D.A., Nandankanan (a Zoological & Botanical garden). Apart from these there are scores of temples to be visited which are famous for its architectural speldour.

There are Film Houses, Auditoriums,Clubs and reading rooms,Picnic spots, Hospitals, Post Offices, Telegraph Offices, Telephone Exchange, Fire Stations, Police Stations, Circuit House,Inspection Bungalows,etc.
